As an admin to the game server it is important for me to understand whether the player used any forbidden software/tool for unfair advantage or it's a false positive.

The memory dump is irrelevant in this case, it's not a generic detection nor a game engine hook. Those cheats are not loaded, that why the detection says "Found", and they are located in CS directory.
