But I see he provided different id
He banned on my server by this steam id

Maybe Dexter connected to server as nonsteam and server generated a fake steam id for him.

Did you borrowed your steam account to someone else or you use one of your friends?

You or your friend used "WarGods Scan Bypass CFG". For unban you have to pay 5h degree unban fee.
