From my side all good, run as admin, disable firewall, reset game, reset ruter, try manual ipv4, all same.

I don't have AV, defender is disabled, I even try to disable firewall but still the same problem.
What other programs can stop?
When I'm running a test, only steam cs and test are opened, and in background AMD Radeon only.

No. I have them isntalled but not runing when doing the test.

Unfortunately I have no ideea why the app can't communicate with server. Usually it's because of a third party application such as firewall/antimalware or even the ISP.
